PREFACE
The terms of reference of the High Power Committee were set by the Government of West Bengal, Health & Family Welfare Department, in pursuance of the Hon’ble High Court’s orders in W.P. No. 9768 (W) of 2003. It was not easy to reconcile the plenitude of the terms of reference with the limitations both in respect of time and the secretariat support made available.

ORDER
It has come to the notice of the State Government that a number of doctors are using Mobile Phones while they are inside the Operation Theatre and even while operating on a patient. It has also been observed that such phones are used in the Intensive Care Units. This is a serious matter. A doctor operating on a patient will surely lose his concentration. Patients in ICUs, ICCUs are seriously disturbed by such use of mobile phones. This is totally undesirable...

The Project Implementation Report (PIP) was written with contributions from grassroots level health workers from three states of Tamil Nadu, Maharashtra and Uttar Pradesh.
